What CONAI charges
CONAI sets one environmental contribution (Contributo Ambientale CONAI, CAC) per tonne, by material, for the whole country. These are the published 2026 figures, converted to euros per kilo, read on the date shown. Plastic rose on 1 October 2026; the figures below are the ones in force from that date.

Note the spread. Plastic in band C costs €0.922/kg, more than twenty times mono-material paper and cardboard at €0.045/kg. For an e-commerce seller shipping in plastic mailers, switching to paper-based packaging is the single largest lever on the bill — far larger than the choice of representative.
Plastic, by band
CONAI sorts plastic packaging into bands by how well it is sorted and recycled. Band A is packaging with an established industrial recycling chain; band C is packaging that cannot be sorted or recycled today.

The simplified procedures for imported packaging
A company that imports filled packaging can, in some cases, declare by a simplified procedure instead of weighing each material. From 1 October 2026: a flat €131 per tonne of packaging (“per tara”), or a share of the value of the goods — 0.25% for food and 0.11% for non-food (“a valore”). Eligibility has conditions, and the choice holds for the calendar year.
