I sell to Italy only from my own shop. Do I need CONAI?

CONAI says a foreign own-shop seller has no CONAI obligation today but may join; the PPWR now requires a representative for direct sales to end users.

Quick answer

Not under CONAI's current rules; the PPWR adds a representative. CONAI's FAQ: a foreign company, unless it sells through an e-commerce platform, “a oggi, non ha obblighi nei confronti del CONAI ma ha la facoltà di aderire” (“at present has no obligations towards CONAI but may join”), electing a special domicile in Italy. The PPWR, Article 45(3), has required an authorised representative since 12 August 2026 for producers selling directly to end users where they are not established. Italy's decree on how that works is due by about December 2026. We are not lawyers; this is our reading, not legal advice.

Selling into Italy without an Italian company?

Amazon.it asks for your CONAI number, and CONAI asks a foreign company for an Italian address. We are both, for €199 a year.
